When the Safe Callers List is enabled, only the Contacts that are saved to the BigPurplePhone can call your phone.

When you set up your BigPurplePhone you are asked if you would like us to block unknown callers. When you select this, Contacts that are not saved in the Contact list are blocked.

Callers that attempt to call the phone and are not on the list are blocked in the same way Telstra stops blocked numbers from getting through (the caller hears the default Telstra MessageBank message but this is not passed on to the user).
